Grounded theory approach was introduced and the data was not saturated yet at the first year. The content of the interviews'outcomes were the phase of Japanese nursing theory, quality assurance of health and nursing care, quality assurance system for both nursing education and practice, and the standardization history of community health nursing in the states. The results showed five points as follows and these future agendas would be applied to CNS education in our new graduate course. Minimum standards were combined for quality assurances in nursing education. A standard of the nursing internship was one f the future agenda. Nursing schools collected some data for quality assurances, which was not analyzed by outcome perspectives. Peer support and mentor were essential for nursing professionals. Nursing professionals need to correspond with the community needs.
